The 29th AGM for NAAM 2005 supposed to be held at the beginning of 2005 is finally fixed to be held on 12 Nov 2005 (Saturday) at 1500 hrs. at Bilik Mesyuarat Rajawali Casa 1, Majlis Sukan Negara, Bukit Jalil, Kuala Lumpur.

The call for AGM has been sent out to all the Persatuan Memanah Negeri (Perlis, Kedah, Perak, Melaka, Johor, Sabah), Persatuan Memanah (Pulau Pinang, Selangor, Sembilan, Pahang, Terengganu, Sarawak, Kuala Lumpur, Labuan) and Persatuan Memanah Angkatan Tentera, Persatuan Memanah Polis DiRaja Malaysia AND Kelab Memanah (Majlis Bandaraya Shah Alam, Universiti Utara Malaysia, Universiti Sains Malaysia).

Agenda for the AGM : To accept the 2004 A/c.  and to pass the new NAAM Constitution and other business.

Why nobody noticed the strange member associations in NAAM?

If a Club like Kelab Memanah Universiti Utara Malaysia can be a member association of NAAM, can you imagine what happened if all the Archery Clubs of all the Universities in Malaysia jointed in NAAM, they may be over 20 of them, then they will take over the control of all the State Archery Associations in Malaysia in NAAM.

If Kelab Memanah Majlis Bandaraya Shah Alam can be a member association of NAAM, there will be three more member association from Sarawak to join in.  The Majlis Bandaraya Kuching Selatan, Majlis Bandaraya Kuching Utara and Majlis Bandaraya Miri are the three new city councils that should be allowed to come in.  There will be more Majlis Bandaraya ..................... to come in NAAM to upset the State Archery Association in NAAM.

NAAM IS having this present Constitution:

4.1 - Keahlian PERSATUAN  adalah melalui gabungan dan adalah dibuka kepada Persatuan-Persatuan Memanah Negeri di Malaysia atau mana-mana Kelab atau Pertubuhan yang bergiat didalam sukan memanah dan berdaftar dengan Pendaftar Pertubuhan Malaysia.

The new Constitution (not sure whether approved) by the former Secretary General - Ab. Manaff bin Ann from Kedah read as below:

4.1 - Keahlian PERSATUAN adalah melalui gabungan, dan adalah dibuka kepada Persatuan-Persatuan Memanah Negeri, ATM, PDRM, MASUM dan MSSM di dalam Malaysia yang bergiat di dalam sukan memanah dan berdaftar dengan Pendaftar Pertubuhan Malaysia.

MASUM is the Union for all universities in Malaysia.

The new constitution (found in the last year AGM Minute Book given to those attending the meeting in Lumut) was drafted by the then Secretary General - Ab.Manaff bin Ann and signed by the President of NAAM in 1999 or earlier.  He was replaced by Major Baharuddin Jamil who has been in office for a number of years now.  The new Constitution is still hanging.  He is doing a good job!

IF the new constitution approved, UUM will come into NAAM through MASUM.  TNB and MBSA will be out of NAAM.

At one time I request Big-Shot Indoor archery Club to register as Member association of NAAM but rejected. They request us to register under state association.

Probably the Big-Shot Indoor Archery Club didn't registered under the Registrar Of Societies and you didn't produce the Registration Certificate for verification in your application.  But I doubt MBSA did produce the certificate too.  One thing for sure MBSA has a lot of RM $$$$ to help NAAM!  Money can help even against the Constitution???

I would like to propose to include the ASSOCIATE MEMBERS  besides the only MEMBER ASSOCIATIONS in NAAM.

The MEMBER ASSOCIATIONS are all the State Archery Associations from Malaysia including FT Kuala Lumpur and Labuan. 

The ASSOCIATE MEMBERS are institutions or companies (MBSA, TNB, MASUM, ATM, PDRM, MSSM, UUM, Big-Shot Archery, King's Archery........... etc.).  They may attend the Delegate General Meeting and may speak, but have no vote.

The Associate Members do not have to produce any Licence approved by the Registrar of Societies. They only have to give a Statement clearly accepting the NAAM Constitution and paid the membership fee.

This is in line with FITA Constitution Art.1.3.5 & Art.1.4.6

We have to be careful in allowing MSSM, MASUM, ATM, PDRM and other big organisations to be Member Associations of NAAM.  Think first: Is MSSM or MASUM or ATM or PDRM solely having ARCHERY in their constitutions?   Archery is only one of the activities they are interested.  The one representing the organization to NAAM may not be agreed by the President of the organization and the President may not be committed.

By the way, there is no more persatuan memanah negeri johor. This association has been deregister 2 months ago.
